The North Sumatra Police Chief, Inspector General Agung Setya Imam Effendi, S.H., S.I.K., M.Si, was the guest speaker for a public lecture at the closing of the Clinical Practice of Law and moot court students of the Faculty of Law, University of Muhammadiyah Sumatera Utara (UMSU), Thursday (6/20) at the UMSU Campus Auditorium, Jalan Muchtar Basri No.3 Medan.
In his presentation, Inspector General Pol Agung conveyed the importance of maintaining and caring for social norms, such as norms of decency, custom, and social religion, which must grow with legal norms.
“Social norms are not written, but in regulating a large number of people, written and unwritten sanctions need to be carried out properly,” said the North Sumatra Regional Police. This is related to the purpose of the law, namely certainty, justice, and usefulness. The three are interrelated to achieve good legal goals.
In his paper, ‘Investigation and Investigation Practices,’ he explained the differences between investigations that are often misunderstood.
“The task of the Police is how to carry out the practice of investigation and investigation. So, an essence must be held,” said Inspector General Agung.
According to him, the public needs to understand that the Police must first go through an investigation process, a series of activities to find criminal events. After the event is found, it can be continued to the investigation process, which is an activity to find the perpetrator.
“Hopefully, this knowledge will help us understand that there are processes that must be carried out. Various obstacles make our law enforcement process seem uneasy, cheap, and fast,” said the North Sumatra Police Chief.
On that occasion, the North Sumatra Police Chief appealed to the entire UMSU academic community to participate in controlling drug trafficking, especially in North Sumatra because drug users caused 65% of beggars and 80% of accident cases.
“If drugs are well controlled, then the crime rate will decrease!” said the North Sumatra Police Chief.
The event held at the UMSU Campus was coupled with the launch of the book ‘Academics Review the North Sumatra Police’. The book, written by several UMSU academics, is the result of Focus Group Discussion notes related to the results of the 2023 Review and 2024 Outlook of the North Sumatra Police.
The writings of academics from different scientific backgrounds are in the form of appreciation, concern, and hope for the Police, especially the North Sumatra Police. Published by UMSU Press Publisher with ISBN, and three subsequent books will be published.
Previously, UMSU Chancellor Prof. Agussani conveyed the background for writing this book, namely the results of discussions on the review and Outlook of the North Sumatra Police 2023 and the FGD review of the performance and work plan of the North Sumatra Police Chief 2024.
He also said this activity was a good collaboration between the North Sumatra Police and UMSU, “This is proof that the synergy between North Sumatra Police and UMSU is going well. This is the part that is awaited to collaborate for the progress of the country, “said the Chancellor of UMSU.
The launching was marked by handing over the book directly by UMSU Rector Prof. Dr. Agussani, MAP to the North Sumatra Police Chief, Inspector General Pol Agung Setya Imam Effendi, S.H., S.I.K., M.Si, UINSU Rector Prof. Dr. Nurhayati, M.Ag, Authors and law student representatives.
Prof. Agussani hopes that the book can be useful for the community and the Chief of Police, “Pak Kapolda while in North Sumatra has published three books. Extraordinary, I hold the principle of the Chief of Police the most, every problem solves there must be a solution, “said Prof. Agussani.
The UMSU Chancellor also reported international achievements such as ranking 21st PTS in Asean according to AppliedHe, the best campus according to The Impacts Ranking 2024, to the World’s Best Islamic University according to Unirank.
Meanwhile, the Dean of the Faculty of Law, Dr. Faisal, S.H., M.Hum saw this book launching activity as one of the efforts of the North Sumatra Police Chief in improving resources in North Sumatra by involving academics. “We believe the police, in the future, will be more professional, better and humane,” hoped the Dean of the Faculty of Law.
