The Faculty of Law at the University of Muhammadiyah Sumatera Utara (FH UMSU) held an event titled “Preliminary Discussion on Drafting the Regional Regulation on Local Taxes and Levies for Toba District” in collaboration with the academicians of the Faculty of Law UMSU on Thursday (June 15) at the Faculty of Law Auditorium.

The event was attended by the Faculty of Law leaders, Dr. Faisal, S.H., M.Hum (Dean) and Dr. Zainuddin, S.H., M.H. (Vice Dean I), as well as representatives from the Pancasila Ideology Development Agency (BPIP), represented by the Director of Analysis and Coordination, Edi Subowo.
Also present were several academicians from the Faculty of Law who are also legal drafters, namely Dr. Eka NAM Sihombing, S.H., M.Hum, Chairperson of the Center for Constitutional Studies and Anti-Corruption, Benito Ashdie Kodiyat MS, S.H., M.H., and the speakers, Chyntia Hadita, S.H., M.H., and Andryan, S.H., M.H., along with all Heads of Departments of the Faculty of Law UMSU.
During the opening speech, Dr. Faisal, S.H., M.Hum emphasized that Pancasila should guide the creation of laws. He stated that Pancasila is the source of all legal sources.
“The noble values contained in Pancasila must be included in every law being drafted,” said Faisal.

In everyday life, Faisal continued, Pancasila, as the nation’s philosophy, ideology, and the foundation of the state, has a binding and imperative nature, meaning that it serves as legal norms that cannot be set aside or violated.
Meanwhile, Edi Subowo, the Director of Analysis and Coordination at BPIP, stated that the noble values of Pancasila need to be directly applied to society through legislation. It is crucial to recognize that Pancasila is of utmost importance in drafting laws.

Furthermore, Edi Subowo mentioned that Pancasila holds the highest position, as it is the source of all legal sources, followed by the 1945 Constitution of the Republic of Indonesia.
“The input and thoughts of legal academicians, especially those from the Faculty of Law UMSU, are necessary to instill Pancasila values into legislation,” said Edi Subowo.
